Roundtable Discussion on the Non-Paper for WSIS+10 Review

This meeting was co-organized by DeitY and National Internet Exchange of India (NIXI) and focussed on the WSIS+10 Review. Dr. Ajay Kumar, Additional Secretary, DeitY chaired the roundtable and the discussions were moderated by Dr. Govind, CEO, National Internet Exchange of India. Dr Anja Kovacs from the Internet Democracy Project participated as one of the main civil society representatives in the discussion.

As a part of India’s commitment to the multi-stakeholder approach towards Internet governance, the Department of Electronics and Information Technology (DeitY) decided to host a series of roundtables in order to invite comments from relevant stakeholders on key Internet governance issues.

Based on the UN Resolution 68302: Modalities for the overall review by the General Assembly of the implementation of the outcomes of the World Summit on the Information Society, a High-level meeting of the UN General Assembly will be organized on December 15 – 16, 2015 in New York. Currently the United Nations is facilitating a preparatory process leading to the High-level meeting in December. The main aim of the meeting is to do a ten year review of the WSIS outcomes documents, as per Paragraph 111 of the Tunis Agenda, 2005.

On September 9, 2015 based on the inputs from the Member States and relevant stakeholders, a non-paper was published. The non-paper is an attempt to capture the issues and priorities highlighted by Member States and the stakeholders. The last date for submitting comments was September 18, 2015. Comments were sought on whether the structure and the elements covered in the document are suitable?, and how they should be treated in the zero-draft? Parties may also wish to provide specific text proposals.
