Expert Consultation on Cyber Security, Justice, and Governance

The Hague Institute for Global Justice and the Observer Research Foundation are together organising a high-level expert consultation on “Cyber Security, Justice and Governance”, in connection with the work of the Commission on Global Security, Justice, and Governance. Anja Kovacs is participating in the consultation.

The objective of this expert consultation is to solicit the feedback of senior cyber security and cyber governance experts on key research and policy interests of the Commission. The expert group will be comprised of academics, policymakers, and private sector and civil society representatives from India and abroad.

The consultation consists of two contiguous parts. The first half of the consultation will focus on cyber security (including international security), and consider how to reconcile competing conceptualizations of security for better cyber governance and more just outcomes for users. The second half will focus on issues of Internet access and development, paying particular attention to the Global South and the UN Sustainable Development Goals (SDGs).

The consultation will be chaired by Commissioner Dr. Jane Holl Lute, President and CEO of the Council on CyberSecurity and former U.S. Deputy-Secretary for Homeland Security. Two additional speakers – Latha Reddy (former Deputy National Security Advisor, India) and Sunil Abraham (Executive Director, Center for Internet & Society) – will deliver remarks intended to set the stage for the ensuing plenary discussion.
