Multi-stakeholder Consultation on ‘State of Internet Freedom in India’
Abstract
This meeting was organised by the Digital Empowerment Foundation (DEF) to assess and understand issues on freedom of information, expression and association in India online and offline. Rajat Rai Handa from the Internet Democracy Project participated as a fellow civil society representative in the discussions.
The objectives of the meeting were:

Launch of the Country Research Report titled “Limited Access Restricting Expression”

Assess and understand around freedom of information, expression and association in India online and offline in six parameters: 1) arbitrary blocking or filtering 2) criminalization of legitimate expression; 3) imposition of intermediary liability; 4) right to privacy and data protection; 5) cybercrime & cyber attacks & 6) access & disconnecting users from the internet.

Set up recommendation points around policy gaps to protect human rights online and offline on the basis of above mentioned six parameters.
