Statements delivered at the meeting and written submissions will serve as the basis for the second draft version of the WSIS review outcome document that will be further developed, leading up to the High-Level Meeting on 15 – 16 December 2015. Given that the review concludes in only two months at the High-Level meeting, the Second Preparatory Meeting is structured to maximize interaction among Member and Observer States as well as Observers and focus attention on compromise.

The first day will begin with statements in plenary on the zero-draft allowing participants to hear the views of Members and Observer States as well as Observers. On the second day and the first half the of third day, interactive negotiations will be held according to thematic areas, corresponding to the sections of the zero-draft. On the afternoon of the third day, everyone will reconvene in the plenary to summarize progress of the text, and agree on the next steps towards the high-level meeting in December.
